1. 意味
"including, but not limited to..." の基本的な意味は「～など」です。
"including" と "but not limited to" の意味は、それぞれ次の通り：
- including～ ・・・ ～を含んで
- but not limited to～ ・・・ ～に限らない
2. 成り立ち
"including, but not limited to..." という表現は "include ～ but is not limited to..." が変化して生まれました。 この変化は、次の３つのステップから成ります。

3. "but not limited to..." の必要性
3.1. "including..." と「...など」の微妙な違い
"including..." の直訳は「...を含んで」。 そんな "including..." は日本語の「...など」に相当すると考えて差し支えないはずですし、日常的な感覚では差し支えありません。
ですが厳密に両者を比較すると、両者の意味はイコールではありません。 日本語の「...など」では「...」に挙げた以外のモノが確実に存在しますが、英語の "including..." では「...」に挙げられる以外のモノが存在するとは限りません。
次の文では、"including" が 「...」に挙げられるモノで全て の意味です：
Researchers surveyed 292 undergraduate students, including 157 women and 135 men.
研究チームは２９２人の大学生を調査した。 このうち１５７人が女性で、１３５人が男性だった。
１５７＋１３５＝２９２ですから、"including" が指し示す内容だけでデータの全てです。
3.2. 微妙な違いが問題となることも
ビジネスの契約などで利害関係に対立が生じた場合には、"include/including" の意味の曖昧さ(*) を突いて重箱の隅をつつく議論を引き起こすことも可能です。
(*) 文中に挙げたもので全てなのか、そうでないのか。
そういう曖昧さを解消するための措置が "but not limited to..." です。
Such functions include, but not limited to, A, B, and C.
"include" や "including" だけでは文中に挙げられたもの（上記で言えばＡＢＣ）だけで全部なのか、それとも他に含まれるものがあるのか不明瞭。 そこで"but not limited to" を追加して「文中に挙げたもので全部ではない」と明示します。
その機能はＡ、Ｂ、およびＣを含むが、それらに限定されない。
＃ 「それらに限定されない」とは「Ａ・Ｂ・Ｃ以外も含む」ということ。
日本語の「～など」と厳密にイコールなのは "include(including)..." ではなく "including(include), but not limited to..." の方です。
4. バリエーション
"include(including), but not limited to," はカンマが無いことがあります：
Fruits including but not limited to apples, bananas and grapes are not always delicious.
カンマの変わりに括弧が使われることも：
Fruits including (but not limited to) apples, bananas and grapes are not always delicious.
「名詞 ＋ including without limitation」という表現もあります。 意味は「名詞＋including, but not limited to」と同じです。
